Newton's third law is identifying action and reaction in force pairs. Force results from interaction. The two types of interactions are contact and at-a-distance. Contact includes friction and tension. At-a-distance includes gravitational, electrical, and magnetic forces.

How do you derive newton's third law of motion from second law of motion?

You cannot. Newton's third law is independent of the first and second laws.

Can Newton's second law be deduced from the third law?

No, it's the other way around. Newton's third (also first) law can be mathematically derived from his second law.
