In my 04 Navigator the fuse box is located on the passenger side kick panel. This is located on near your right foot if you are sitting in the passengers side seat.

I own a 2003 Navigator and the code is located on the passenger side under the dash. I had to get down with my back on the floor board and I found it on a white sticker behind some wiring on the outerside towards the far right (passenger side). There was a 5 digit code.
