There isn't one. There is only weakness to fire, frost, shock, magic, and normal weapons spells in oblivion. There is a weakness to disease spell in Morrowind, i think.
If its magic as in spells you buy them from spell vendors. If you mean magic as in magicka you upgrade the corresponding thing (forgot the name) when you level up.
i am sry but the only way to get into that building is to go through the mages quilds and have the guy open it for you once you join the university
