When a hurricane, flood, or pandemic strikes a country, the people most likely to respond first are those trained how to respond. Since this seems like a silly answer, it is necessary to go into details. Two states had prison riots. One had a number of people killed. Florida had teams of officers trained. They went in an put down the riot without loss of life. When Hurricane Catrina was headed toward New Orleans, the city, county, state, and federal response teams had no idea what to do. The Methodist Church had made provision to assist the Migrants in case a hurricane was coming. That preparation was diverted to taking over for the missing government workers. The Methodist Church had prepared for something different, but it had prepared. So, the answer to your question is the group most likely to respond first is the group most prepared to respond first. Congress will need to hold committee hearings. The military will need to plan. If there is a group ready to respond it will respond. It can be a civilian group or a military group. It can be a secular group or a church group. It must be trained and have the tools.
