I have the game and I have done this part so I am not lying.
You need 4 people to sign the card first go to the snowforts and get Flare's 2 friends to sign it then go to the town, Aunt Arctic should be there, get her to sign it then go in the coffee shop and get the guy in there to sign it as well now you can go to the Elite Puffle room and give the card to Flare.
