Not only is he from the Village Hidden in the Sand and later the Kazekage of this village, he is also the host of the one tailed beast Shukaku the Sand Spirit. This gives him the ability to wield chakra infused sand which is probably where he got the title.

I think it means sand or desert in Japanese, though I'm not certain. In the anime show Naruto there is a character called Sabaku no Gaara, which means Gaara of the sands, or Gaara of the desert.

Yes when he needed to rescue Sakura from the sand and Gaara was on his tailed beast Naruto used the summoning jutsu and turned his toad into a fox representing the kyubi so that he could use the claws to get a grip on Gaara's tailed beast and then Naruto ran through the sand beast to head butt Gaara out of his transe.
