Trade, neither Electabuzz nor Magmar are in Pokemon yellow

With the exception of using glitches, you cannot catch Electabuzz in Pokemon Yellow. The only way to obtain an Electabuzz is to trade from another game. There is only one generation I game in which you can catch Electabuzz and that is Pokemon Red Version, at the Power Plant.
You'll have to trade him over from Red or from Gold, Silver, or Crystal.

You cant actually CATCH electabuzz in Pokemon sapphire/emerald/ruby, but u can trade electabuzz from fire red, and Pokemon XD. happy to help
