you go to Mt.Coronet (Hearthome City side) and follow the path that has most trainers on it and you should find yourself on the peak of mount coronet battle the champions Mars, Jupiter and Cyrus again and then battle Polkia, (try to catch him he has good skills!) then go back down Mt. Coronet and go to Pastoria City and go down the path then turn south then left and up and keep going until you go into a house go through it go forward turn left and keep going the man should be gone from where he was blocking.

To get the 149 you have to go to professor oak after beating the champ and go to the old lady in celestic town and read what she tells you then go back to pr. and you'll get the national dex. p.s. you don't ever get to acualy catch it you just read the discreption, you can trade for no. 149 though.
