If the A/C system is empty the compressor will not turn until you get enough refrigerant in it. Just turn on the A/C and hook up your can of freon. Once the freon starts filling the system the A/C clutch will engage.

The 3.1 oxygen sensor is on the manifold at the rear of the motor next to the firewall. While it is usually not hard to find, it is sometimes hard to get to on the Sunbird and Grand Am due to the compact engine department. BE SURE NOT TO ATTEMPT THIS WHILE THE ENGINE IS HOT!
Run a compression check and examine the plugs while you're at it. If you see one or more plugs that are dark and wet, that cylinder isn't firing. If that cylinder also has low or no compression, it has a burned valve.
You should just need a long funnel to stick into the tube that holds the trans. dipstick. Then put the funnel in it and begin to fill.. but dont over fill it, make sure you check it while the engine is idling and trans hot, or it will not be accurate.
