Yes, there are two 1/2 turn screws that must be turn to release. The panel will still be held in place by two round metal pegs- so lift it up slightly and it should release.

The fuse is a 15 AMP fuse located in the number 2 spot in the fuse box. If you open the drivers door the fusebox is located on the panel on the left side of the dashboard between the dashboard and the door when the door is closed. The drivers door must be open to see the fusebox.
The fusebox on my 1984 trans am is located under the dashboard on the drivers side, just behind the lever to pop the hood.
There is one located under the hood near passenger side and the other is located inside near drivers side near pedals.
