On a 1997 Cadillac Catera if the fusebox is located under the dash on the drivers side do I need to remove the cosmetic panel to find it?

Yes, there are two 1/2 turn screws that must be turn to release. The panel will still be held in place by two round metal pegs- so lift it up slightly and it should release.
