I BELIEVE that ( fuse #21 ) is a 15 amp fuse for the hazard flashers on your 1998 Ford Explorer Sport ( at least it is on the 1998 Ford Explorer four door )

I believe the generic electronic module (GEM) controls the operation of the warning chimes along with warning lamps and the operation of several other features on your Explorer.

Ok, I have a 2002 Ford Explorer Sport (not a trac, but I believe most of the electrical system is similar). My lights went off when I turned the switch that is toward the bottom of the rear view mirror all the way to the left.
