I had the same problem and I found it to be the blower motor resister. This is what controls the blower motor settings. You will have to find out where it is on yours.
The year, make and model info would help but in most cases the blower motor resistor can be found close to the heat blower motor. So locate the blower motor and the resistor should be very close to it.
