the plastic part of the light switch should never show voltage especially if it's a 120 volt circuit. 240 volts is two 120 volt circuits the circuit might be connected to another circuit in the bathroom separating them will fix the voltage but you should also inspect and replace the switch.

look under the dash where the brae pedal arm contact the switch. there is a plastic button that is supposed to be pushed into the metal of the arm that makes contact with the switch plunger. if it has broken, and fallen out, then the lights will remain on!! most Honda dealers have this plastic button in stock!! part # 46505-SA5-000 about $1.50 If it is still in place, and making contact with the switch plunger, then most likely your brakelamp switch is shorted, and must be replaced!! It does happen if the plastic button has fallen out, you can put a nut-and-bolt in place, and re-adjust the switch till you can get to the dealer!!
