When using a laptop leaving it plugged in when the battery is fully charged does do some slight damage to the battery life. However this is minium but if you do thiscosistantly you will notice your battery does not last as long.

If you know it is the battery then try using a charger to charge the battery, make sure that you clean the battery connection terminals. If the battery will not take a charge from a charger then replace it, if a battery gets too dead it can't be revived. Also, have your alternator checked before driving if you didn't cause the problem with sitting or leaving the lights on etc.
Unless it is a rechargeable battery you cannot charge a dry charge battery. If it is rechargeable you need to purchase a charger for that size battery. Automobile batteries are not dry charge.
Leaving a battery sitting on a cement floor will have no effect whatsoever. It will not discharge the battery anymore than letting it sit in the car or on a wooden floor. That is a myth. Just put a charger on it and charge it. If it does not take a charge it is defective, but sitting on concrete did not cause it to go bad.
