Sellers can no longer solicit, but are allowed to accept them if a buyer asks (but don't have to) Ask seller in question before you buy since they will have to send you their addy. Anywhere you can find them, literally. Unfortunately as systems become outdated and game production ceases the games seem to disappear. EB Games and gamestop sometimes have games for sale for the PS1 if anyone decides to trade them in. Unfortunately they never order games the only time they get them is when they're traded in. Ebay is also another good place to look. BEWARE: Always read the ENTIRE auction. A lot of sellers like to pull what I call the "sell cheap, ship high" scam. Unfortunately it's not against Ebay's rules, but a lot of sellers like to sell at dirt cheap prices but ship at ridiculously high shipping prices. Another drawback to Ebay is you don't really know what condition the game is in despite how pictures look and what item details state. Consult Ebays help pages or call them for more information. Also, don't hesitate to look in pawn shops or your local "independent" video game store. As for any store, you don't know what you'll find unless you go see for yourself.

Ebay should get you a higher price. Game may go unsold from both places. Ebay has history to check prices and Gamestop will let you know what they will pay for that game title if they want it.
