Yes, you can download an emulator (for your PC) that emulates an DS console. Download "Club Penguin Elite Penguin Force" ROM. Open the emulator. Open the ROM in your emulator and it will emulate the ROM. The only down is that it won't show the correct FPS. So it'll look like it's lagging like hell. You'd be best of by playing it on an DS/DSi.
