If you are a member, I suggest you do Slayer tasks, and train on whatever monster the Slayer master assigns. Note that some monsters are best attacked with magic, others with ranged, others with melee, so here you have a chance to train all three combat styles.

In the Stronghold of Security, fight the weaker Minotaurs with 10 hp, just shoot a bunch of them with low level spells.
Mage tanks can choose to or not to train prayer, but I suggest that you do you train prayer, at least to the protection prayers, as they are very useful in combat.
The Mage's Magic Level is tied to his level. Keep leveling him up, and higher magics will be unlocked. To get the last level of spells for the mage, the mage needs to do the promotion quest.

As a Mage you can teleport to major cities. You should have the spell to teleport to Stormwind or Undercity (I'm not sure about UC as I play Alliance.) and there is a trainer there. Or are you asking where to level your Mage? If so, Horde or Alliance? PVP or PVE Server?
For training mage on a free account I suggest either using crumble undead on zombies in Varrock sewers because it does just about the same amount of damage as the fire blast which is the next best thing. Also one could just use fire blast on any high level monster, not that there are that many on a free to play world. I would try out for lesser demons with the fire blast.
There is no "magic mage" on RuneScape. There are various ways to train magic, and there are various mages, or wizards.
