On my 96 Chevy lumina the temperature gage fluxuates from normal to over half and the heat goes on and off what could cause this?

This is usually caused by a stuck thermostat. It can also be caused by low coolant level. The thermostat is located on the driver's side of the engine underneath the throttle body. The upper radiator hose attaches to the thermostat housing.
