On my 99 Saturn sl the brake lights will go out and so you slap the side of them and they start working again any reason for this?

Usually, when this happens, the cause is corrosion and road film accumulation on the contacts inside the bulb sockets.
The "fix" is to remove the bulbs, clean the contacts [both in the bulb socket, AND those on the bulb].
To reduce the recurrence of the problem, before reassembly, I apply a very small amount of WD-40 [or a similar product] on the bulb contacts, and to the interior of the socket and its contacts.
