Well, there are many ways celebrities can varify their accounts. They can announce it in interviews, or on their music MySpace/Facebook pages. Some singers even have them at the bottom of their 'Thank Yous' in their lyric book for C.D.'s. Then the Twitter founders find them and make them to where everyone knows that they are verified. :)
It's not really called a "blue tick" it's a vertificator. It means that the company/person who owns the account is real. However it only applies to celebrities, famous people, shopping centres etc etc. More of well known people.
Btw if you want this answer to be more advanced, then to actually get the "blue tick" (as you call it) onto your Twitter account you have to call the actual company itself to vertify it. This is the reason why some of the celebrity Twitter accounts aren't vertified. (This miight be for several reasons though, either they're fakes -posers- or simply cannot be bothered to call Twitter to vertify their account)
