Jem is responsible for them getting stuck as he was in a hurry to get away from Mr. Nathan Radley and his shotgun.
Nathan Radley scared Jem, so he inadvertantly got his trousers stuck in the fence.
But Boo Radley (he comes out of the house only at night, remember) is the person most likely to have sewn up Jem's trousers. In the book it says Nathan Radley was an awful sewer, and also that Mrs. Radley wouldn't have cared. Basically, it is supposed to be obvious that Boo Radley fixed Jem's pants.
