Other than putting on backwash to reduce suction what can you do to open top on strainer basket next to sand filter if it will not open?

That depends upon which type of pump you have. In any case you would have to turn off the pump and make sure it will not come on while you are servicing the pump.
If it is a StaRite pump you may need a lid removal tool. There are a few different ways that a pump lid can be loosened, removed, tightened or secured. Some screw on, some are just placed into position and secured with a clamp or wing nuts.
Hayward has both screw on and press on lids.
StaRite has both - - - as do most manufacturers. If you have not serviced the o-ring on your pump for a while it will be difficult to remove a screw on lid without specialty tool to do that.
