Look for a loose or broken wire to the wipers. Also check that they are earthed properly--firmly tightened down. Also look for a loose or broken earth wire. Worst case: It's the wiper switch in the steering wheel cluster. More expensive.
Well, both the wipers and the blower could have a burned out fuse. Of course, they both could have a burned out motor. I would run a hot wire from the battery to the wipers and the blower motor. If they worked, I'd be looking for a fuse or bad switch.

likely the blower motor resistor needs to be replaced. It is located in the engine bay under plastic cover located below the wipers. You will first need to remove the wipers then the plastic cover then the blower motor cover. resistor pack is located in the lower middle of the blower and is removed by sliding up. Cost of part is around $50
