Ozone can be good and bad.
When ozone is in the atmosphere it is produced and destroyed by UV light. This UV light is absorbed in the atmosphere and never reaches the ground. this is a good thing! Ozone can also be used to purify the air, or eliminate bacteria as any oxidizer could.
However when involved in the smog cycle ozone is bad and cannot be considered an air purifier.
Most commonly the reaction of NO2 emmissions, creating ozone:
NO2 + UV light = NO + O = O + O2 = O3
O3+NO = NO2 and the cycle restarts
This is bad as it is a cycle that starts and cannot be stopped without consuming and altering other gasses in the air.
