XAMPP just installs everything in one shot. It's a super easy setup. I think XAMPP is so much better.

Collabnet Subervsion comes with an Apache Server just as Xampp, both by default running on port 80/8080 (see port check below). when you install collabnet subversion after xampp, the svn takes over xampp's apache's port and xampp stop running.
