No, it won't be neutral. Lime water is a mixture of calcium hydroxide (lime), a fairly strong base, with water. The resulting solution will be basic (perhaps near pH 11, depending on how much lime is added, and how pure the water is to begin with). Its Ph 12 on the scale I had.
