I have the exact same issue on our 1996 ES300..My suspicion is that it is indeed the switch
Under the passenger side headlight assembly, you have to remove the entire assembly to get to it.
it is behind the passenger side headlight assembly. you will have to remove the headlight assembly to replace it.

The rear tail light assembly had problems with the sockets and circuit board. My guess is you will need to replace the socket and circuit board assembly for the passenger side rear tail light.
The horn is located under the passenger side headlamp assembly.
their is a screw on the top then pull it out. its that simple.

Most of the time you don’t have to change the whole assembly, unless its been crushed or broken. The light bulb twists and un screws from the back of the assembly unit.
