Yes. From the Wikipedia:

"Over the centuries, Mexico has received immigrants from the Americas, Europe, and Asia but not to the extent of other countries in the Americas such as the United States, Argentina, Brazil, or Canada. Today, millions of their descendants still live in the country and can be found working in different industries."

This means many people have arrived to Mexico, including but not limited to Americans, South Americans, Europeans, as well as people of Jewish, Middle-Eastern and Asian origin.

U.S. citizens do not need a passport to enter Mexico by land (as a pedestrian, in a car, or on a bus) or by sea. The Mexican officials at the border do not ask for any identification from you.

On your return home, the U.S. officials will confirm your identity and nationality. The best evidence for these are a valid passport, passport card, enhanced drivers' license, or green card, but a driver's license and birth certificate or an expired passport are sufficient.

To fly into Mexico on a commercial airline, the carrier will insist on a current passport. You can not fly to Another Country without a passport.

The passport question is controversial and confusing. Because of that, a group of people at the San Diego-Tijuana border put together a FAQ on the subject, which can viewed at the related link.

Required if flying into Mexico. If boarding a ship or driving into Mexico, a birth certificate or driver's license would suffice.
