The people look for what they want then allow those individuals to breed with each other, while preventing the individuals that don't have it from breeding.
This is the artificial selection process and it works the same as natural selection does in ordinary evolution, except human preferences are the selection pressures instead of ability to survive and reproduce.
This works for breeding anything, not just cats.
