There wasn't really any specific person. The people who fostered slavery were people who needed people to reliably do work, so they bought people to do it, which probably led to the growth of a human trafficking industry to meet the demand.
Not just America was involved in slavery. There was England, America, and, obviously Africa. They traded slaves and goods in what is called the Triangle Trade. (If you don't know what that is, Google it.) They were all involved in slavery for money and goods to be imported to their country.
You're probably thinking of people who are murdered based on the forced slavery involved in searching for blood diamonds.
