petrol tankers usually have a chain to touch the ground so that the charges do not accumulate on the surface and cause an explosion. the cause of accumulation is due to friction, friction occurs when the charges are been attracted to the surface.

That is a grounding chain. It is used to discharged any build up of static charged that may build up during the journey so that when the fuel is being loaded or offloaded the charge won't set the fuel alight. It should be noted that there are many other safe guards in place so this is not the only safe guard that is used.
You pipe it up from under the ground and pump it into tankers, usually, or sometimes pipelines, to take it to the refinery.
They are usually underground simply to keep them out of sight. However I have been to some stations (usually in rural areas) where the tanks are above ground.
