Most likely to be a faulty coolant temprature sensor It will be sending the wrong data to the ECU making the ECU think that the engine is cold And increasing the mixture strength Possibly causing the engine to flood
have the heaters check, i had the same problem but fixed when changed heaters.
you have a diesel warming light on the dashboard display near the speedo,in the cold turn ignition on,let the warming light go out then count to ten,i have to do this twice to get mine to start on cold mornings,when engine is hot then just wait for the diesel warming light on the dash board to go out and that will do it,takes roughly 3 seconds to go out.
to my knowledge the 206's are all fuel injected, so the cold start is controlled by the engine ECU.

try warming your spark plugs with a lighter, if that does not work check your fuel mixture, or clean the carburetor.
Adjust the valves, when its cold the metal shrinks and the valves stay open when the day starts warming up, or friction from turning it over and over will heat the block and expand the metal closing the valves that's why it starts in the day or when its warm. adjust the valves and it will start every time.
