If they simply wish to mail you a check, by all means let them. But if they need you to send in some money first, for a processing fee, taxes, admin charges, etc...then yes, it's a scam.
If you are in any way, for any reason asked for money, then yes, it's a scam. Likewise if they need your credit card to "confirm" your identity. If you've won, they can mail you a check. There are no "fees" or "taxes" owed in advance, not if it's legitimate. PIB has numerous reports from people who have been scammed by them. There is no prize, they are trying to steal $20 from you.

That's called an "advance fee" scam. You send the money, and you never get anything from them. You won nothing. Had you, they'd be paying you, not asking you to pay them.

Yes, it is. If someone says you won anything, but requires a handling fee, or extravagant shipping charges, then you are likely dealing with a scam. Think about it. If you really won something and they intended on giving it to you, would they be asking you for money?
