Most likely a bad heater core
A bad heater blower motor resistor would effect one or more blower speeds other than high.
BIG JOB Get a manual on your car from the parts store and it wil have pictures .
To change the heater blower on a 2006 Mercury Mountaineer, first disconnect the negative battery cable to ensure safety. Remove the passenger side lower dashboard panel to access the blower motor assembly, then disconnect the electrical connector and remove the screws securing the blower motor. Remove the glove box. The front blower motor and the resistor can be accessed from there.
The most likely problem with the heater blower on your 2003 Sable is the blower resister. The resister can go bad and cause you to only have one speed.
