And the Amber Tear will give an Extra 10% Recruit Chance. Once you are in the summit, return the Tight Belt and take the Amber Tear. I have no idea what level Heatran is, but he might be Lv.47 or whatever. PS: He may be recruitable without Amber Tear.

I get your point, Wigglytuff are awesome and so hard to find, which can be frustrating. but you can find them at the Marine Resort, on the 14-18 floors. Take a Friend Bow, OR a golden mask, OR an Amber Tear with you. if you don't have any of those, just try your best.
