Super rod on route 119 and Feebas can be found on 6 random tiles depending on the catchy phrase in Dewford town i suggest you super rod each tile 2 or 3 times as i did and found a Feebas colony after an hour and got male and female so i could breed. the catchy phrase i used was "Count On_Me" and found a clony before you reach Fortree town when you go down the steps shortly before the waterfall and use surf and go a few steps down(as much as possible til you hit the wall, go right intil in front of the first tree/shrub and super rod right there. If that doesnt work kepp looking for tiles or try a different catchy phrase, if the dude wont want to change the catchy phrase just keep trying tiles. Good Luck.
Yes Feebas can only be found on 6 random tiles depending on the trendy phrase in Dewford Town.. You can catch Feebas with any rod however Super rod gives the best results due to the fact that the only other Pokemon you will catch is Carvanha. You should fish 5-6 times in each spot though... I suggest you create a search pattern for example.

I also suggest you DO NOT change the phrase in Dewford until you have searched every tile...also because the location of Feebas is completely random you should not go by where others tell you it is... you may not find it in the same spot your friend does....even if you both have the same Trendy phrase ...
