You can't catch a feebas in the Hoenn region. In the Sinnoh region you could catch it with any rod. It doesn't matter. :0)
I found one on route 120, and used to thunderstone to get a jolteon from it.

To access Rayquaza in Pokemon HeartGold or SoulSilver you need to show Professor Oak a Kyorge and Groudon. This will give the player a Jade Orb that can be used at the Embedded Tower to access Rayquaza in Pokemon HeartGold and SoulSilver. This Rayquaza can be captured and then traded to Pokemon Pearl.

You cannot get a action replay in Pokemon emerald its a thing you buy it is only used for a Nintendo DS.
when a Pokemon used substitute they won't be in site you have to destroy the substitute to catch it

You can use any rod to catch feebas, i used good rod before i beat the elite 4, you just really need alot of patience and time... Once your in the basement of MT corent, surf EVERY spot possible and fish in each tile.... Feebas only apears in 4 of the tiles and those tiles change everyday so if you search half the lake 1 day, you have to redue it tomorrow it took me 8 hours but i caught a bunch of them if you get tired of looking and want to trade for it...
