The easiest way I've found to fix a lighter, is to replace the element ... the part that gets hot. They fail fairly often. You can find them at parts stores.
Before that, however, you should check the fuse.
If the fuse is good, try plugging a cell phone charger into the socket to see if the socket is being powered or not. If the cell phone charger works, go back to square one and replace the lighter element.
If the charger doesn't work, you'll have to replace the lighter socket. This has a high Pain In The Butt factor. On my '96, this would mean taking a lot of plastic apart as the lighter sits near the front of the console.
