check power steering oil. if the oil is dirty and burnt ,yaes it needs flush otherwise no power steering does not need flushing unless there is a problem
"Burnt smelling" and brown colour are characteristics of PS fluid that is past its useable lifetime. The fluid should be changed ASAP. It can also be indicative of PS pump problems, when chrome plating may be dissolved and circulated with the fluid. This is recognizable with a shine or reflective characteristic of the fluid.
