Power Steering Belt could be loose or worn. Power steering pump could be low on fluid.

Your car most likely have power steering, and the power to the power steering comes from the engine. So when you turn the wheel, the engine has to work a little harder, and to work harder the engine has to spin a little faster.
The power steering fluid is thicker when cold therefore it is harder to turn the wheel.

The steering wheel will be harder to turn. First sign is squealing when turning, but why don't you open the hood, unscrew the cap on the steering pump, and look.
check the level of your power steering fluid. Also have a mechanic check to see if your power steering pump is working properly.
If it's well designed... slightly, but not so much as to really matter unless you're driving a lot; you might get some fatigue in your arms then. The real problem is cars that are designed with power steering when the power steering goes out. Turning the steering wheel then can be really difficult.
