Well in the Preamble to the Constitution, "provide for the common defense" means that the national govt. would be responsible for protecting Americans from foreign invaders (stronger protection than each state having a navy, army, etc.). It doesn't just mean that the government is responsible for the provision of an army it also means that they have the power to raise and finance wars, establish rules for the armed forces and call up militias in order to protect America.
