Hmm. It sounds to me like you've ceased up the motor. Or you could have just gotten toe pull cord pinned or stuck in there. No way to really know unless you take it apart or take it to a repair shop near you. Not an expert on mowers. But I've done my fair share of damage to them.
It is likely that the crankshaft was bent from the impact if you cannot turn it over. try turning the blade by hand, if you can turn it than it is likely a sheared flywheel key. If not, bent crankshaft.
You either bent the blade to the point where it's hitting something, or you broke the motor. Take the blade off and try pulling the starter rope. If it won't pull, the engine (which usually means the whole mower, as expensive as new engines are) is hosed.
No the pull chord will not cause the pull cord to be tight. The coil on the lawn mower will cause the compression to be tight.

You can start it by using the pull cord, just be sure the key is in the ON position.

There is a small cord on the mower. DO not put your stylus directly on the loop at the top of the cord. Put your stylus at the tip of the arrow pointing to the cord. You may have to pull several times before getting the lawn mower to start. Hope this helps you.
It is important to keep the stump of the umbilical cord clean and dry. If the stump appears dirty it should be washed with plain water. After cleaning, place a clean cloth around the stump and fan it dry with a piece of paper. Fold the front of the baby's diaper down to expose the stump of the cord to the air.
