Sounds like a fuse or wiring problem to me. Probably best to check the fuses first since in most vehicles it's easier to access the fuse panel, than yanking out the dashboard to check wiring.
The circuits have nothing in common. The dome light works whether or not the key is on, the radio only works with the key on.
i have a 95 Spirit and have the same problem. It is getting power to the radio (back lit, and tape player will rewind, but the clock display doesnt work, and the radio doesnt work (which sucks). Sometimes it will turn on when I start my car, but once the car is running, there is 0% chance of the radio coming on, even if I start banging around the radio. THis leads me to believe that is not a loose wire, but something in the ignition? Any input would be appreciated! I to had the same prob with the radio in a 90 Caravan which also carrys the same radio setup as the Dodge Spirit... its a short in the radio that aventually developes... theres nothing wrong with wiring... i took the radio setup out of my 92 Spirit (cause trans went out) and put it into the Caravan and still works fine, so its not a wiring prob... just a prob with the radio itself.
Maybe because the flasher, works like an interruptor and cycles on and off. Drawing more power from the battery. And the radio and the cigarret ligther are they are accesories. Which run on a different circuit.

If your windows fog up you thermostat may not register because you heater coil may be broken.
The cigarette lighter (I'm assuming that's what you meant) is on a separate fuse than the horn. Check that fuse, if the fuse is fine then your most likely culpret is the actual horn switch in the steering wheel.
