I don't know about the rain but the constant clicking is probably your hazzard switch,eventuall it will start to mess with your blinker. There has been a recall on this and you can get it fixed for free. However, this does depend on what year your car is. Have it checked out.

The lamp in the top brake light of a Toyota Highlander can be replaced by the locating the light housing from the trunk. Find the light cover and remove it to access the lights. Replace the bulbs.

The sliding door track cover is held on by two screws. To remove the sliding door track cover you must first open the door and look where the cover is located. You will see a screw, unscrew the cover at this location. The other screw is located behind the rear tail light cover/assembly. Remove the rear light by popping out two tabs/covers and unscrew light assembly. Once you remove the rear light you will see the other screw for the door cover. Remove screw. The track cover will now be able to be removed and replaced/repaired. Screw back in the same way.

Use a thin object on both sides nearest to you and pop up the cover. Then slide the cover to you and it will release . The bulb is then poped up and replaced
the clicking sound is the blinker. when you signal to turn with your blinker the light flashes and makes a clicking sound.
Change the plug-in relay. It is probably the answer especially if the light just comes on but doesn't wink or you here no clicking. This is still a DIY job.
