Reflection and refraction
In order for a rainbow to happen it needs to rain. Just after you see the rain is gone a rainbow appears for a short moment. A mixture of rain and light creates a rainbow. You could even use a glass with water and sunlight for a rainbow to appear.
There are a few reasons why a rainbow may not be seen after a storm. If there are clouds blocking the sunlight, no rainbow will appear. Additionally, your location may interfere with your ability to see a rainbow because a rainbow is only viewable from certain angles. While it might be raining on you there may not enough humidity in the surrounding area to make a rainbow appear. Where I live (West Texas) we get rain but it may be so dry in the surrounding area that no rainbow appears.

The sun is always behind a rainbow when seen. So you would be in front of the rainbow, rain, and the sun. Also, No two people see the same rainbow unless a picture or video was taken of the rainbow.
A dim rainbow can be seen at night anywhere, when the moon is behind you in a clear patch of sky and the air in front of you is loaded with heavy fog or droplets of water after a rain.

A rainbow is seen when the atmosphere is high in humidity and the sun light is refracted through water droplets in the atmosphere. This condition is most perfect after a rain storm has washed most of the dust and air contamination away, so there is little to no interference.
