I have a 90 and 92 Honda Accord LX. I'm having the same problem and I found out that there is a plastic or rubber grommet on top of the brake pedal where the brake makes contact with brake light switch. Sometimes these old grommets wear out and eventually break. I went to the pick a part to find another grommet for the brake pedal. It's an easy fix, but it just takes the time to get the little part off the other car from the junk yard. Be careful because where the grommet is located is underneath the steering wheel and it's a tight space. Don't cut your fingers like me, wear some gloves, and save some blood. Hope this helps you!!!
Check the break switch under the break pedal. It might be worn out.
you need to clean the electric contacts on the rear lights, its just a earthing problem

I just had this problem. It turns out there's a plastic piece on the brake that hits the Stoplight switch. If the Stoplight switch is not depress, the rear park lights (stop light) would stay on.

The lights stay on because is showing where is the traction of the vehicle ,since the first montero that the way it is .
It sounds as if there is a problem with the rear electronics module in the Ford Windstar. This controls the front and rear lights and it is located in the back in the cubby with the jack.
Check the lighter fuse.
Assuming you have the lights turned off, you are seeing the brake lights. They are more than likely on because the brake light switch is defective or out of adjustment.
So you can see where you are going around your car when it is dark.
If they turn on but don't blink, you probably need to replace the signal flasher relay.
