Most likely, the wiper blade is shot. However, check to see if the rear arm moves freely and appears to have enough pressure towards the glass. Also make sure the wiper blade moves freely on the arm a little bit. If this all seems ok, its probably a worn, warped wiper blade and replacing it will solve the problem.
Most likely your wiper blade needs replacing. Before replacing however, you can check to see if the arm moves freely away from the window and if there's good pressure back towards the window. You can also see if the wiper blade moves freely on the wiper arm and that its not binding. If both of these checks seem ok, then its probably just a worn wiper blade.

Get the blade directly from a Subaru Dealer. The other brands do not fit . I've tried to adapt them, it will not work. Get the whole wiper blade arm and blade from Subaru only. Very expensive for a wiper blade around $18
