The word "developed" is slightly odd in this context. If the power supply provides a current to some instrument or device, the power supplied is the voltage multiplied by the current. The power supply will also consume some power itself to do this job. The total power consumed (provided to the power supply) equals the input current multiplied by the input voltage.
It does have to be turned on. A highly regulated PS will be the same under load as without a load. But it may not be able to supply the amps. Best connect it and test it. WHO WON?

I'm no expert but I wouldn't try that: I think battery chargers adjust the current flow to battery as it charges. The regulated power supply mentioned has a steady flow of current out (regulated) doesn't it? I would expect the battery to be damaged by charging with a power supply.
Need more information - a typical regulated power supply would include dozens of resistors, each for one of several different reasons. Which resistor are you asking about?

LM317 can be used for regulated dc power supply upto 37V. For more voltage range, a zener can be connected at the reference pin.
