Check for the recall on that. I believe it is recalls.gov
The Mercury Cougar blower motor is located on the firewall in the engine compartment. The blower motor can be seen on the passenger side of the firewall.
Take it to a repair shop.
In the black box right beside the battery. There are 2, a high speed and low speed relay.
It is probably the resistor. I had the same problem with my 99 Cougar. It is located on the passenger side under dash. Check with Ford. I think that this part was recalled.
Does your blower work on ANY settings? If it works in the HIGH setting only it's a good chance that the ressistor is bad. Don't worry they are easy to replace and fairly inexpensive.
Is it really the same as the Nisan Quest? Anumber of parts are the same.
under the dash on the passenger side shine a flashlight under there and u should see a rectangular piece that can be removed:)
run a hot wire directly to the blower motor. see if it runs that way.

CHECK TO SEE IF ITS A BURNT POWER RESISTOR LOCATED INSIDE THE AIR DUCT ON THE LEFT SIDE PASSENGER FOOT WALL............. I took mine into the dealership and a blower resister had gone out. it was a recalled part and was repaired for free
open your glovebox, release the hydraulic arm from the right side of the glovebox. Next, lower the glovebox by pulling in left side. In front of you is the blower motor. To the left of the blower motor is a set of wires that are plugged into the Resistor. Unplug and unscrew to remove Resistor.
Did you already replace the heater blower resistor? I only paid 30 bucks for a replacement at Cut Rate Auto Parts. Mine was rusted and broken.
