The control for the heat on the dash has a control for the back seat and also has a setting that says something like "Rear Control". This allows the passengers in the back seat to control their heat independently via a temperature control in the back seat (on the back of the center console). So you could have the heat on in the front and the rear on "rear control" and if the passenger in the back has set their control to cold, it wold blow cold air in the back even though you have the heat on in the front.

The dealership will want a fortune to repair it but there is a do it yourself alternative kit out there called the Heater Treater. Check them out on google and ebay and go to the site for full diagnosis and info. They have solutions for both single control heat and dual control heat...hope this helps!

The only why to repair the seat belt (retractor) is to replace the assembly,no parts are available to rebuild this assembly.

Move seat back, remove bolts at the front of the chair slide rails. Then move the seat forward and remove the bolts at the rear of the seat slide rails. Disconnect control connections (Lumbar, heater etc)
There is a box under the center front seat that needs to be replaced, it was about $120 at Dodge dealer. You may have to remove entire front seat to do this, I did. I forget exactly what it was called....seat belt control module or something close to that.
